Eli Frankel

CEO & Founder

As a veteran healthcare operator, Eli has a proven track record for balancing patient care delivery with operational efficiency in the senior healthcare space. He began his career in healthcare administration in 2008 working as a Licensed Nursing Home Administrator serving skilled nursing facilities (SNFs) in New York and New Jersey. In each facility, Eli quickly transformed them into fully-functioning, five star rated - stabilized assets. Eli’s strengths center on his analytical skills, fiscal prudence and his keen understanding of the operation. Elis' approach cultivates teamwork and respect while ensuring high quality outcomes. In addition to his work, Eli actively contributes to the community through various local charitable and community assistance organizations. He holds certifications as a Licensed Nursing Home Administrator and a licensed Emergency Medical Technician-P (EMT) in the State of New Jersey.

Shlomo Fine

Chief Financial Officer

With over 8 years of healthcare finance experience, Shlomo Fine serves as our Chief Financial Officer, managing the financial health of our multiple facilities. He excels in developing financial strategies and monthly budgets that reduce costs and maximize revenue. As a positive and collaborative team player, Shlomo uses his analytical and technical expertise to review financials with our team, identifying key areas for future success and ensuring budgeted goals are met. He also oversees cash flow management, contributing to the smooth operation and financial stability of our entire organization. Shlomo maintains close relationships with banks and ensures strict financial compliance.

Nanci Vekios

Vice President of Strategic Development

Serving as Vice President of Strategic Development, Nanci has an extensive history of fostering relationships within the healthcare industry. Armed with a strong understanding of multiple hospital structures and systems, she has a history of overseeing multiple company representatives in a plethora of settings. Respect, determination, and compassion are some of the key characteristics preached by Nanci when reflecting on performance with her personnel. Strengths including communication skills, multilingual capacity, creativity, and an ability to bring atypical positive ideas to light have all contributed to propelling her career from a front-line Clinical Liaison to the imperative management position with Excelcare

Jed Vanover, APN-C, MSN, MHA, BSN-RN, CALA, LNHA

Chief Nursing Officer

With over 33 years of progressive nursing and clinical leadership experience, Jed has dedicated her career to advancing excellence in healthcare. She has overseen more than 30 skilled nursing facilities in her previous organization, bringing a depth of knowledge and expertise that spans clinical operations, organizational leadership, and care-delivery systems. As a Licensed Nursing Home Administrator, Registered Nurse, and Nurse Practitioner, Jed offers a uniquely integrated perspective that ensures high-quality care for residents while supporting staff and operational efficiency. Known for her strategic vision, commitment to outcomes, and collaborative approach, Jed’s leadership inspires trust and confidence among colleagues, residents, and families alike. Her everyday goal is to create safe, compassionate, and effective care environments where every resident thrives.

Sam Gottlieb, LNHA

Director of Operations

Sam’s “Be There” approach has him traveling to each of the facilities to personally assist in leading the day-to-day operations. He prioritizes connecting with patients and staff with transparency and effective communications; assuring that everyone—patients and staff alike—feel like they are part of the Excelcare family.

Lauren Rastegarpanah, RN, BSN

Vice President of Quality Assurance and Risk Management

Lauren has dedicated over 13 years to nursing, with more than 12 years of leadership in Post-Acute Care. Her extensive clinical expertise is rooted in her early days as a supervisor in a Skilled Nursing Facility, and she has since risen to the role of Regional Director of Clinical Outcomes, overseeing 13 post-acute facilities and two assisted living communities. Lauren’s hands-on approach and attention to detail were crucial as she successfully led these facilities through the challenges of COVID-19, often working alongside frontline staff. A natural leader, she is deeply committed to driving top-quality, evidence-based, patient-centered care. Lauren is also a proud mom of three boys, balancing her professional achievements with her dedication to family and staying true to her moral values.

Meir Waxman, RN, BSN, RAC-CT, RAC-CTA

Vice President of Clinical Reimbursement

Meir Waxman brings a wealth of experience and expertise to the role. With a strong foundation in nursing and specialized certifications in clinical reimbursement, Meir ensures that our facility maximizes the accuracy and efficiency of our reimbursement processes. His deep understanding of the regulatory landscape, combined with a commitment to compliance and patient care, enables us to deliver high-quality services while maintaining financial sustainability. Meir’s leadership is instrumental in navigating the complexities of healthcare reimbursement, ensuring that we can continue to provide exceptional care to our residents.

Meagan Mulvihill

Vice President of Human Resources & Payroll

Meagan Mulvihill joins Excelcare as our Director of Payroll and Labor Management, bringing extensive experience in overseeing payroll and workforce operations for large Skilled Nursing Facility (SNF) systems. With a strong focus on efficiency and cost-effectiveness, she works closely with leadership to optimize labor budgets, streamline payroll processes, and implement strategies to reduce overtime and agency reliance. Meagan's expertise in performance analytics and process improvement ensures accurate payroll management while enhancing overall workforce efficiency. Her strategic approach supports Excelcare’s commitment to operational excellence and resource optimization.

Erick Venegas Campos, BSN

Regional Director of Clinical Services – New Jersey

A true leader at heart, Erick has worked in the healthcare industry for the past 7 years. Working in the long-term, sub-acute, and ventilator units, Erick has excelled professionally to provide high-level care. Erick’s passion, work ethic, and skills have allowed him to grow rapidly, holding various titles such as lead nurse, unit manager, wound nurse, and infection preventionist. Erick’s most recent accomplishment is serving as the director of nursing at a 5-star facility. Dedication and commitment to outcomes have earned the trust of families and colleagues. Erick, a husband to a US Marine Veteran, has a special heart for the care of those who served the country. His everyday goal is to oversee the safety of residents, families, and staff. Erick, like many healthcare workers, battled through the COVID-19 pandemic with resilience and bravery.

Toni Marie Ilagan

Regional Business Office & Development

With over 10 years of experience in various leadership roles, Toni has honed her expertise in business operations, healthcare management, and client relations. As a Business Office Manager, she streamlined financial processes and managed administrative functions to ensure smooth operations. In her role as the Director of Care Options, she coordinated patient services and insurance, tailoring them to individual needs. The combination of financial security and expert care maximizes a patient's potential for optimal recovery in a skilled nursing setting. Her goal has been to facilitate seamless communication and improve patient outcomes. Her diverse background has enabled her to develop a well-rounded skill set, focused on both operational efficiency and patient-centered care.

I am pleased to offer my nearly 20 years of experience in the food industry, beginning with culinary school and spanning all aspects of the business. As Regional Food Services Director, I oversee culinary operations across our communities, ensuring every meal is nutritious, delicious, and tailored to the unique dietary needs of our residents. My passion lies in building high-performing kitchen teams—every kitchen I’ve led has achieved top performance. I lead with a focus on quality, wellness, satisfaction, and hospitality.

Rachel Quinones

Clinical Care Coordinator

Rachel brings a wealth of knowledge and dedication to her role as our Insurance Case Manager. With a focus on navigating complex insurance processes and advocating for residents, she ensures that each individual receives the coverage and support they need. Rachel’s attention to detail, problem-solving skills, and compassionate approach make her an invaluable resource for residents, families, and the care team. Every day, she works behind the scenes to streamline approvals, coordinate benefits, and simplify the insurance journey, helping residents focus on what matters most—their care and well-being.

Kyannah Smith, LPN

Clinical Care Coordinator

Kyannah Smith is a compassionate and detail-oriented Nurse Case Manager dedicated to ensuring residents receive the highest quality of coordinated care. With a strong clinical background and a resident-first approach, she works closely with families, care teams, and providers to create personalized care plans that support smooth transitions and positive outcomes.

Nikki DiPasquale

Director of Digital Media

In her role, Nikki leads Excelcare’s efforts to promote the facility on its social media channels. A communications professional with experience in digital communications, social media, and graphic design. She is responsible for creating content and distributing it in the best strategic way in order to meet our ambitious view targets.

Malka Keidar

Director of Purchasing

As Director of Purchasing, Malka plays a crucial role in ensuring our facilities are stocked with the highest quality supplies and equipment while maintaining efficiency and cost-effectiveness. With a keen eye for detail and strategic sourcing expertise, Malka oversees procurement processes that support smooth operations and the delivery of exceptional care. Known for her organizational skills, reliability, and collaborative approach, Malka works closely with staff and vendors to meet the unique needs of each facility, ensuring residents and teams have the resources they need to thrive every day.

Heidi Reed,MSW,LSW

Regional Director of Social Services

Heidi is a highly experienced Social Worker with skills gathered from multiple avenues of social services such as crimes against children, violence against woman, hospice and skilled nursing and rehabilitation. With a strong focus on Trauma informed care and Gerontology, Heidi has honed her skill set to become a strong and dedicated leader of the social services department, directing her team to patient driven success and most importantly, promoting and ensuring that our residents have a thorough experience from admission to discharge, and beyond with Home services tailored to suit their needs. The social work team collaborate from day one with the patient and family to make sure that they are heavily engaged in their own treatment planning and decision making and that they work as a team towards the patients all around achievements.
